In 1933, at a time when the light aircraft industry was facing financial disaster because of the Great Depression, Stearman Aircraft Corporation introduced a new, but conventional, biplane - the Model 70. It had a cambered tail plane and single-legged undercarriage, and utilized steel-tube and fabric construction. Stearman designed the Model 70 as a primary trainer for both Army and Navy requirements. Tested in 1934 by both services, the Navy submitted an initial order for 61 production models, designated as the NS-1 (Model 73), and powered by a Wright J-5 Whirlwind. In 1936, the Army Air Corps issued an order for a version with a 220-horsepower Lycoming R-680 engine designated as PT-13, and known as the Model 75 within Stearman, which had just become a division of Boeing. The Navy soon followed and purchased several variants under the N2S designation.

During 1942, the Army and Navy standardized their Model 75 variants in a common configuration, designated PT-13D (Air Corps) and N2S-5 (Navy), to accelerate wartime production. Students usually knew the aircraft by its official nickname, Kaydet. While not realized at the time, it would become a classic. Although Boeing had taken over Stearman Aircraft in 1936, and was responsible for the preponderance of production, many pilots and enthusiasts to the present day refer to the type as a "Stearman." The Model 75s served almost exclusively in military primary training schools during their initial service.
